A big yellow dome over Central City is causing everyone to move way faster than The Flash, and this really, bugs The Flash, because if everyone is faster than him, he has no reason to wear red tights and yellow booties. Also, his scientist pal, Dr. Torrence, tells Flash that with everyone moving so fast, they'll all be dead by sunset. The Flash gets a telepathic message from Grodd, "The Gorilla Genius of Evil," saying that if Flash frees Grodd from his escape-proof cell, then Grodd will cancel the time-effect. So, The Flash frees Grodd, who stops the time-effect, and tells Flash that if he ever tries to catch him again, he'll bring back the time-effect. In no time at all, that naughty, naughty Grodd threatens to cause the time-effect all over the world, unless he's made "Supreme Ruler of Earth!" Flash and Dr. Torrence figure out Grodd can't really cause the time-effect; he just knew how to mentally stop it temporarily. Flash goes to stop Grodd, but because of Grodd's "radiation defences," he manages to catch The Flash, and squish him out of his costume! (What? Really?) Fortunately, Flash (who isn't running around naked... somehow he's wearing his Barry Allen clothes) punches Grodd out, and takes him back to his prison cell in Africa.
